Albania offers some of the lowest beachfront prices in Europe, strong rental yields and a fast-growing tourism economy. For international buyers it is also remarkably straightforward: foreigners can own apartments outright, with no residency or visa required.

Can foreigners buy property in Albania?

Yes. Foreign nationals can freely buy and fully own apartments and buildings in Albania. The only restriction concerns agricultural land, which usually requires buying through an Albanian company. For coastal apartments and villas — the most common purchase — there are no nationality limits.

The buying process, step by step

  • Reserve the property with a small deposit and a reservation agreement.
  • Obtain an Albanian tax identification number (NIPT).
  • Have an independent lawyer verify the title and developer permits.
  • Sign the notarial sale contract (in person or via power of attorney).
  • Pay the balance and register ownership at the Cadastre (ASHK).

What does it cost beyond the price?

Budget roughly 3–7% on top of the purchase price. This typically includes property transfer tax, notary fees, cadastre registration and legal fees. Rental income is taxed at a flat 15%, and capital gains on resale are also taxed at 15%.

The central Adriatic coast — Durrës, Golem, Qerret and Lalzit Bay — offers modern developments minutes from the airport, while the southern Riviera (Saranda, Vlora, Ksamil) is prized for dramatic scenery. Your choice depends on whether you prioritise rental demand, capital growth or lifestyle.
